Initial Order Rule Nisi: Rule was issued calling upon the respondents to show cause why their failure to ensure compliance with the Act, the Rule and the ordinance should not declared to be illegal and to be unconstitutional as being violative of fundamental rights granted by the Constitution and with they should not be directed to discharge their legal duties to ensure compliance with the Act, rules and the ordinance by taking appropriate Steps
