Rule Nisi, 13 June 2005. "returnable within three weeks", Government respondents had to show cause as to "why they should not be directed to take necessary measures and legal actions to carry out and conduct an effective and thorough public inquiry by a Commission to be constituted by this honorable court chaired by a sitting or retired judge of the Supreme court and relevant expert members to identify the reasons for the collapse and person and agencies responsible, and to make recommendations to prevent any such disaster in future"
