In November 2001, the Labour Government of the State of Victoria introduced the 'Crimes (Workplace Deaths and Serious Injuries) Bill. Although it was passed through the Lower House, it was defeated in June 2002 in the Victorian Legislative Council (Upper House), which was then controlled by the opposition, In November 2003, the Labour Government won an overall majority in both houses and trade unions expected that the Government would re-introducted the Bill; instead, the Government announced a review of health and safety law.
