Right to Life - procedural obligation on states to investigate deaths

This and associated pages deals with the procedural obligation to have an independent investigation open to public scrutiny.

There are two key issues here:

to which deaths does the obligation apply? Does it only apply to deaths from the use of force 'by the agents of the state' or does it go wider and apply to:
- deaths resulting from negligent conduct on the part of state actors
- deaths involving the conduct of non-state actors (i.e companies)?
